docs: Updated the content of deploy/rbac.md (#10054)
Due to Kubernetes having deprecated the use of configmap as a mechanism for elections, we have migrated to a mechanism based on leases resources. However, the documentation has not been updated, resulting in inconsistencies. Signed-off-by: Jintao Zhang <zhangjintao9020@gmail.com>
