Do not add namespace to cluster-scoped resources
When adding namespace to the helm-generated YAML files, do not add it
to cluster-scoped resources like ClusterRole, ClusterRoleBinding, and
ValidatingWebhookConfiguration.  Regenerate static YAML resource
specs.
